Handwritten copy of letter; not William Lloyd Garrison's handwriting. Whereabouts of original manuscript unknown.

William Lloyd Garrison discusses a letter by Samuel May about brutal punishment at the Westboro' Reform School, which was published in the Worcester Spy. Garrison criticizes President Rutherford B. Hayes for his restoration of local government in the South. Garrison would like Samuel May to come with him to England.
