Signed on p. 5: Arthur St. Clair. Concerns St. Clair's claims against the United States Treasury for expenses incurred in 1787-88 while negotiating with Indian tribes in the Northwest Territory. St. Clair's memorial was presented to the Second Congress March 1, 1793, and taken up by a House committee of the Third Congress in Feb. 1794. "An act to compensate Arthur St. Clair" was passed May 31. Cf. the House journal for 1793-1794, and the committee's report (Bristol B9343, incorrectly dated 1795)
