The Assemblée provinciale du Nord de Saint-Domingue seeks to affirm its autonomy and assures the readers of its financial independence. The gift referred to in the the title, sourced from the inhabitants of the nothern part of the colony, would cover the administrative costs of that part of Saint-Domingue.
