The British Library catalogues the publication date as 1929.

The publication date of 1900 is definitely wrong.
The book covers events up tp and including 1927.
A reference to 1929 could be seen as seeing into the future. There is a handwritten date of 1930 on one of the cover pages.
So definitely not 1900. Probably 1930.
The book is openly politically biased, but nevertheless interesting and useful.
